Eligibility

Different Participants play distinct roles within the DuitNow Pay ecosystem and are therefore subject to different onboarding requirements. Eligibility assessment is performed during the Registration Phase to determine the appropriate implementation model and onboarding approach.

Ecosystem EnablersBasic Eligibility Requirements to enable DuitNow Pay
Acquirer / Third Party Acquirer (TPA)
  • Become a PayNet Participant, which involves registering for the required services & meeting Participant requirements.
  • Ensure all connected Merchants & System Integrators as well as the Organization itself adhere to DuitNow Pay Operational Procedures.
System Integrator
  • Appointed by an approved Acquirer / Third Party Acquirer (TPA) with a signed Appointment Form.
Please obtain the Appointment Form from your appointed Acquirer or Third-Party Acquirer (TPA).
Merchant
  • Register & onboard your Organization with a registered Acquirer / Third Party Acquirer (TPA) that offers the services of DuitNow Pay.
Issuer
  • Become a PayNet Participant, which involves registering for the required services & meeting Participant requirements.
  • Ensure itself adheres to PayNet’s Operational Procedures and Overlay Service Procedures below:
    • Request-to-Pay (Redirect) / DuitNow Online Banking / e-Wallet (DOBW)
    • Consent (Redirect) & DuitNow AutoDebit
  • Three types of Issuers:
    • Banks
    • Digital Banks
    • E-Money Issuer

Registration

To begin your registration and learn more about PayNet and the DuitNow Pay product offerings, please reach out to your PayNet Representative.

If you do not currently have a PayNet Representative or new to PayNet, please contact us (ask@paynet.my) to request one by providing your company name, region, and the DuitNow Pay services you are interested in.


Registration as a Participant of PayNet

Stage 1
Pre-Screening
Prospective Participant to contact PayNet’s Representative to express interest and submit the following,
  1. Completed signed Non-Disclosure Agreement
  2. Participation Rules & Form A Sign-off
  3. 3-Years Audited Financial Reports
  4. Experian Consent Form
  5. Appointment of Settlement Bank
  1. Prospective Participant is approved and compliant with Bank Negara Malaysia on either:
    • Merchant Acquiring (MA) Services and/or
    • e-Money Issuer (EMI) Guideline with applicable
      • Electronic Know-Your-Customer (e-KYC),
      • Risk Management in Technology (RMiT) and
      • PCI-DSS compliance
  2. Prospective Participant meets the minimum Net Shareholders’ Equity (NSE) of RM500K.
  3. Minimally an established company with track record in applied business:
    • At least 3 years for local company; or
    • At least 1 year for regional / international company

Stage 2
Due Diligence by PayNet

Upon completion of Stage 1, PayNet’s Representative will introduce the Prospective Participant to PayNet’s Participant Management (PM) team as the main liaison for the remaining process.

For Prospective Third-Party Acquirer (TPA)

  1. Due Diligence assessment is applicable only to Prospective Third-Party Acquirer (TPA).
  2. Prospective TPA to complete the Attestation of Compliance (AoC) template provided by the PM team.
  3. Prospective TPA may also be requested to complete an Audit Program if required.

For Prospective Acquirer

Prospective Acquirer will not be required to go through this Stage 2 and can proceed directly to Stage 3.

  1. Completion of Attestation of Compliance (AoC)
  2. Completion of Audit Program if required
PayNet’s Participant Management (PM) Team21 business days
Stage 3
Approval of Registration
Upon completion of Stage 2, PM team will conduct a kick-off meeting with the Approved Participant, detailing the next steps & high-level activities required,
  1. Understanding of technical specifications
  2. Operational Procedures (OP) / Overlay Service Procedures (OSP)
  3. Secured network requirements
  4. SIT & UAT test scripts
  5. User Manuals / Guidelines (HTT, ECMS, Key Loading, etc.)
  6. Secure testing slots with PayNet
  7. Usage of PayNet’s Portals (Developer Portal, One-Stop Portal, Back Office etc.)
  1. Relevant documents distribution to Approved Participant
  2. Credentials creation for Approved Participant to PayNet’s Portals
  3. Secure testing slots with PayNet
